ORDER:

          Section 76 of the Andhra Pradesh Reorganisation Act, 2014, provides, among others, that in place of the cadres of the IAS, IPS and IFS for the existing State of Andhra Pradesh, there shall, on and from the appointed day, be two separate cadres, one for the State of Andhra Pradesh and the other for the State of Telangana in respect of each of these services and that the provisional strength, composition and allocation of officers to the State cadres referred to shall be such as the Central Government may, by order, determine on or after the appointed day i.e. 2nd June, 2014.
2.       Sub-section (4) of Sec.76 of the Act provides that the members of each of the said services borne on the Andhra Pradesh cadre immediately before the appointed day shall be allocated to the successor State cadres of the same service constituted under sub-section (2) in such manner and with effect from such date or dates as the Central Government may, by order, specify.
3.       Section 80 of the Act envisages constitution of one or more Advisory Committees by the Central Government for the purpose of assisting it in regard to allocation of employees and ensuring of fair and equitable treatment of all persons affected and the proper consideration of any representations made by such persons. Already some representations have been received by the Government in the matter.
4.       Accordingly, it has been decided that a Committee of Officers representing three All India Services, as under, be constituted for the purpose of seeking the views of Members of the All India Services on the guidelines to be adopted for the allocation of Members of Services to successor State cadres and to make suggestions for  consideration of the Advisory Committee to be constituted by the Central Government under Section 80 of the above Act.

5.       The Committee after completing their consultative process with the respective Service Associations of the three All India Services and representations, if any, from individual Members of Services shall send a report to the Government within 2 weeks for onward submission to the Government of India/Advisory Committee to be constituted by Government of India for further action.
