Read the following:-
1) The Telangana Public Libraries Act,1960 (adapted and modified
vide G.O.Ms.No.35, SE(Training) Department, dt: 21.12.2015.

Letter No.88-A3/2016, dt.03.03.2017, 06.03.2017, 31.03.2017
& 20.04.2017.
O R D E R:-
In the references 2nd read above, the Director of Public Libraries (DPL), Telangana, Hyderabad, has requested the Government to establish (21) new Zilla Grandhalaya Samsthas, along with District Central Libraries, duly converting the existing Branch Libraries, with the existing re-deployed staff and existing books and infrastructure, on a short term, immediate basis and the expenditure shall be met for the employees from Grant-in –aid and rest of the expenditure for purchase of books etc from the cess funds of the Zilla Grandhalaya Samsthas concerned, in the newly formed (21) districts in the State.
2. Further, the Director of Public Libraries, Hyderabad, has also requested for the sanction of new staff on long term, permanent basis i.e (189) posts namely (63) Regular posts comprising 21-District Central Librarians and Ex.Officio Secretaries; 21-Senior Assistants and 21-Grade-I Librarians and the remaining Ministerial staff on Outsourcing basis.
3. Further, for meeting the salaries of the permanent staff and purchase of books etc., he requested for the approval of the recurring expenditure of Rs.324.86 Lakhs per annum and non-recurring expenditure of Rs.1050.00 Lakhs (one time) towards developing the permanent infrastructure facilities. He requested for permission to meet this expenditure of salaries of the employees from Grant-in-aid and rest of the expenditure on purchase of books, development of infrastructure etc. from the cess funds of the Zilla Grandhalaya Samsthas concerned, in the newly formed (21) districts in the State.
4. After careful examination of the matter, Government hereby order for the establishment of (21) new Zilla Grandhlaya Samsthas along with District Central Libraries, duly converting the existing Branch Libraries, with the re-deployment of the existing staff and using the existing books and infrastructure etc., in the newly formed (21) districts in the State, by meeting the expenditure for the salaries of the employees from Grant-inaid and rest of the expenditure on books and infrastructure facilities from the cess funds of the Zilla Grandhalaya Samsthas concerned, on immediate basis.
5. Orders regarding sanction of permanent posts and permanent infrastructure etc. on long term basis will be issued separately.
6. The Director of Public Libraries, Telangana, Hyderabad, shall take necessary action in the matter accordingly.
7. This order issues with the concurrence of Finance Department vide their U.O.No.3157/79/A1/EBS.IV/SE/2017,dt:20.03.2017 and U.O.No. 11554/ 244/A1/EBS.IV/SE/2017, dt.06.11.2017.
