ORDER:-
In the reference 1st read above, Govt have issued Rules relating to admission of candidates into Elementary Teacher Training Institutes/District Institutes of Education and Training (DIET) through Common Entrance Test, Rules , 2013 from the academic year 2013-14 onwards.
2. In the reference 2nd read above, the Director, SCERT, A.P. Hyderabad has proposed to issue certain amendments to G.O. Ms. No. 63, Education (PE.Prog.II) Dept dated 28.10.2013, keeping in view of the problems/ experiences faced in the recent admission counseling i.e. on the eligibility criteria for appearing DEECET / admission into D.El.Ed course and as per the observations made by the Hon’ble High Court in WP.No.1802/2014 and 3135/2014 dated 30.03.2014 that both for the Convener’s quota stream as well as the Management quota stream.
3. The Government after careful examination of the proposal of the Director, SCERT, A.P. Hyderabad, have decided to issue following notification in the matter.
4. Accordingly, the following notification shall be published in the Extraordinary issue of the Andhra Pradesh Gazette.
NOTIFICATION
In exercise of the powers conferred by Sections 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act 5 of 1983) the Governor of Andhra Pradesh hereby makes the following amendment to the Rules relating to admission of students into Elementary Teacher Training Institutes / District Institutes of Education and Training (DIET) through Common Entrance Test, Rules, 2013.

3 (c) The Category B seats shall be 20% of the total sanctioned intake of seats in D.El.Ed course in respect of un-aided Non-Minority and Minority Elementary Teacher Training Institutions, which shall be open to all the eligible candidates who satisfied the eligibility criteria for admission i.e. the candidates should have passed Intermediate Examination (Qualifying Examination) or its’ equivalent and they should secure minimum of 50% of marks in aggregate. The Category B seats shall be 20% of the total sanctioned intake of seats in D.El.Ed course in respect of un-aided Non-Minority and Minority Elementary Teacher Training Institutions, which shall be open to all the eligible candidates who satisfied the eligibility criteria for admission i.e. the candidates should have passed Intermediate Examination (Qualifying Examination) or it’s equivalent and they should secure minimum of 50% of marks in aggregate. The minimum percentage of marks in the case of Scheduled Caste, Scheduled Tribes, and Physically Challenged candidates shall however be 45%.
4(iii)(b) The candidates should have secured 45% of marks in aggregate in the Qualifying Examination for appearing at the DEECET. The minimum percentage of marks in the case of Scheduled Caste and Scheduled Tribes and Physically Challenged candidates shall however be 40%. The Candidates who passed Intermediate with Vocational Courses are not eligible for appearing. The candidates should have secured 50% of marks in aggregate in the Qualifying Examination for appearing at the DEECET. The minimum percentage of marks in the case of Scheduled Caste, Scheduled Tribes and Physically Challenged candidates shall however be 45%. The Candidates who passed Intermediate with Vocational Courses are not eligible for appearing.
4(iii)(c) For Category ‘B’ seats The candidates should have passed Intermediate Examination or its’ equivalent as decided by the CET Committee with an aggregate of minimum of 50% marks. The candidates who passed Intermediate with Vocational Courses are not eligible For Category ‘B’ seats The candidates should have passed Intermediate Examination or it’s equivalent as decided by the CET Committee with an aggregate of minimum of 50% marks. The minimum percentage of marks in the case of Scheduled Caste, Scheduled Tribes, and Physically Challenged candidates shall however be 45%. The candidates shall have obtained a rank in the DEECET conducted for that year. The candidates who passed Intermediate with Vocational Courses are not eligible.
5(2)(b) All the category B seats shall be filled by the respective Institutions with the candidates who have passed Intermediate examination or its’ equivalent as decided by the CET Committee with an aggregate of minimum of 50% marks duly following the procedure laid down in Rule 6 (V) of these Rules. All the category B seats shall be filled by the respective Institutions with the candidates who have passed Intermediate examination or its’ equivalent as decided by the CET Committee with an aggregate of minimum of 50% marks the minimum percentage of marks in the case of Scheduled Caste, Scheduled Tribes, and Physically Challenged candidates shall however be 45%. The candidates shall have obtained a rank in the DEECET conducted for that year. Admissions under “B” category shall be done duly following the procedure laid down in Rule 6(V) of these Rules
6 (III) The Commissioner & Director of School Education shall issue a Notification in at least three leading News Papers covering Telugu, English and Urdu languages inviting the managements of Minority Institutions to exercise their option for admission by the DEECET admissions (SW-1) or the Convener DEECET-AC admissions (SW-2) at least Two weeks before the issue of Notification of DEECET for any particular year. The Commissioner & Director of School Education shall issue a Notification in at least three leading News Papers covering Telugu, English and Urdu languages inviting the managements of Minority Institutions to exercise their option for admission by the DEECET admissions (SW-1) or the Convener DEECET-AC admissions (SW-2) at least Two weeks before the issue of Notification of DEECET for any particular year. The willing managements of Private Minority D.Ed Colleges having valid minority status certificates and willing to opt for SW-II shall submit the option within the prescribed time along with the copies of certificates to the Commissioner & Director of School Education.
6(A)(i) In Existing to the committee (7) Members Add One Member i.e., (8) Convenor DEECET of Preceding year.
6 A(iii) The Convener of DEECET shall prepare the schedule and issue notification for web-based admissions in at least 3 leading news papers one each in Telugu, English and Hindi along with hosting of the schedule and all other necessary details on the official website of DEECET at least 7 days before commencement of taking web-based options (Order of Preference of Colleges for allotment of Seat) from the candidates. The decision of the Common Entrance Test Committee shall be final for issuing notification, the schedule and procedure of admissions. The Convener of DEECET shall prepare the schedule and issue notification for web-based admissions in at least 3 leading news papers one each in Telugu, English and Urdu along with hosting of the schedule and all other necessary details on the official website of DEECET at least 7 days before commencement of taking web-based options (Order of Preference of Colleges for allotment of Seat) from the candidates. The decision of the Common Entrance Test Committee shall be final for issuing notification, the schedule and procedure of admissions.
6 A(xii) In case of Non minority institutions after the first two phases of admission, for left over seats or seats falling vacant due to non reporting of the candidates to the institution allotted within the specified time on the Final Admission Letter, the Convener DEECET shall fix a schedule and conduct “Spot Admission” process inviting the candidates qualified in DEECET to submit their options from any of the DIETs through online service provided to the Principal of DIET. Admission letters to such candidates shall be issued as per the order of merit provided that all other eligibility criteria are fulfilled and subject to availability of seats. In case of Non minority institutions after the first two phases of admission, for left over seats or seats falling vacant due to non reporting of the candidates to the institution allotted within the specified time on the Final Admission Letter, the Convener DEECET shall notify a last date giving fifteen days time for the colleges to approach for allotment of candidates in place of non reporting candidates. The Convenor DEECET shall fix a Schedule and conduct “Leftover and Non-reported admission” process inviting the candidates qualified in DEECET to submit their options from any of the DIETs through online service provided to the Principal of DIET. Admission letters to such candidates shall be issued as per the order of merit provided that all other eligibility criteria are fulfilled and subject to availability of seats.
6A(xiii) The left over candidates who have submitted options for allotment of seats through Spot Admissions but are not allotted seats shall be considered in case further request is received from the colleges for filling of non reported seats. However, the Convener DEECET shall fix a last date giving fifteen days time for the colleges to approach for allotment of candidates in place of non reporting candidates keeping in view the NCTE norm on number of working days to be fulfilled. Seats falling vacant after such date shall fall vacant for that year. The left over candidates who have submitted options for allotment of seats through “Leftover and Nonreported admission process” but are not allotted seats shall be considered in case further request is received from the colleges for filling of non reported seats. However, the Convener DEECET shall notify a last date giving seven days time for the colleges to approach for allotment of candidates in place of non reporting candidates keeping in view the NCTE norm on number of working days to be fulfilled. It shall be the responsibility of the Managements to notify the vacancies in their institutions to the convener in time and get candidates allotted from the merit list. Seats falling vacant after such date shall fall vacant for that year.
6A(xvi) Vacant seats, if any, at the end of the above counselling process shall be considered for filling with candidates other than the concerned minority along with the Spot Admissions of Non minority institutions as explained at (xii) above. Vacant seats, if any, at the end of the above counselling process shall be considered for filling with candidates other than the concerned minority along with the “Leftover and Nonreported admission process” of Non minority institutions as explained at (xii) above.
6 (B)(i) A Committee for DEECET-AC Admission shall be constituted by the Association of Minority Colleges that have opted for SW-2 to nominate and advise the Convener, DEECET-AC in the matter relating to admission and on such other matters necessary for the smooth conduct of admissions. Such Committee shall have one nominee as nominated by the Competent Authority. The formation of such Committee shall be informed to the Competent Authority by the Convener of DEECET-AC. It shall be the responsibility of the Convener of DEECET-AC to ensure the attendance of the nominee in its meetings. A Committee for DEECET-AC Admission shall be constituted by the Association of Minority Colleges that have opted for SW-2 to nominate the Convener, for conduct of admission procedure for allotting candidates into Minority Colleges which have opted for SW-2 and to advise on such other matters necessary for the smooth conduct of admissions. Such Committee shall have one nominee as nominated by the Competent Authority. The formation of such Committee shall be informed to the Competent Authority by the Convener of DEECET-AC. It shall be the responsibility of the Convener of DEECET-AC to ensure the attendance of the nominee in its meetings. The Convener of DEECET-AC shall be responsible for completing the admission procedure as per rules and for submitting timely all the reports required by the Competent Authority.
6 B(iii) The Convener of DEECET shall prepare the schedule and issue notification for web-based admissions in at least 3 leading news papers one each in Telugu, English and Hindi at least 7 days before commencement of taking web-based options from the candidates alongwith hosting of the schedule and all other necessary details on the website. The decision of Committee for DEECET –AC admissions shall be final for issuing notification, the schedule and procedure of admissions. The Convener of DEECET shall prepare the schedule and issue notification for web-based admissions in at least 3 leading news papers one each in Telugu, English and Urdu along with hosting of the schedule and all other necessary details on the official website of DEECET at least 7 days before commencement of taking web-based options (Order of Preference of Colleges for allotment of Seat) from the candidates. The decision of the Common Entrance Test Committee shall be final for issuing notification, the schedule and procedure of admissions.
6 B(xi) Vacant seats, if any, at the end of the two phases of admission process shall be filled up by the Convener DEECET-AC through Spot Admission process which shall be open to all the candidates qualified in DEECET i.e. candidates belonging to other than the concerned minority community also. Vacant seats, if any, at the end of the two phases of admission process shall be filled up by the Convener DEECETAC through Leftover and Nonreported admission process which shall be open to all the candidates qualified in DEECET i.e. candidates belonging to other than the concerned minority community also.
6 B(xii) The Convener DEECET-AC shall fix a schedule and conduct “Spot Admission” process online inviting the candidates qualified in DEECET and belonging to other than the concerned minority also to submit their options from any of the DIETs through online service provided to the Principal of DIET. Admission letters to such candidates shall be issued as per the order of merit provided that all other eligibility criteria are fulfilled and subject to availability of seats. The Convener DEECET-AC shall notify a last date giving fifteen days time for the colleges to approach for allotment of candidates in place of non reporting candidates. The Convenor DEECET-AC shall fix a schedule and conduct “Leftover and Nonreported admission” process online inviting the candidates qualified in DEECET and belonging to other than the concerned minority also to submit their options from any of the DIETs through online service provided to the Principal of DIET. Admission letters to such candidates shall be issued as per the order of merit provided that all other eligibility criteria are fulfilled and subject to availability of seats.

5. The above orders shall come into force with immediate effect.
