School Education Department – Three Language Formula - Implementation of Telugu as one of the Compulsory subjects from Class I to Class XII in all the Educational Institutions in the State of Telangana – Sub –Committee constituted –Reg.

In the note appended to the reference cited, the Adviser to Government, Tourism & Culture Department has informed that the Hon’ble C.M has directed to take necessary action to teach Telugu as ‘compulsory subject’ from Class I to Class XII in all the Educational Institutions in the State, from the next Academic Year of 2018-19.

2. In the Meeting, chaired by the Hon’ble Dy.C.M.& M(Edn) on 27.10.2017 on this subject, it is decided to constitute a Sub-Committee to examine/study and analyse this entire issue and furnish their recommendations to the Government for further necessary action.

3. Thus, the Government hereby constitute a Sub-Committee with the
following members :-

4. The Committee shall examine
a) The existing Acts/ Rules/ Guidelines in the State pertaining to the State syllabus Schools and CBSE/ICSE/IB Schools and the Board of Intermediate Education regarding the Three Language Formula existing and its implementation in the Schools and Junior Colleges.

b) They may study the pattern of the other States i.e. their Acts/ Rules and implementation / practices such as in Tamil Nadu, Karnataka, Punjab and West Bengal, since these States are understood to have implemented their Regional Language as ‘compulsory’ in these educational institutions.

c) The mandatory or recommendary nature of the ‘Three Language’ Formula which was first enshrined in the National Policy on Education in 1968 may also be examined.

d) Requirement of bringing a new Act or Amendment to the existing Rules/ GOs etc. in the State, if any, to implement this Policy of ‘compulsory’ teaching of Telugu in all the Junior Colleges and Schools of all Mediums and all Boards in the State has to be examined.

e) For implementing this decision, all other steps which are required to be taken such as the preparation of text books for various class levels, the system of allotting marks and conducting of exams etc. needs to be recommended also.

5. The Committee shall furnish their report, along with their recommendations to the Government by 15.11.2017.
