Administrative, Academic Guidelines and Financial norms
Urban Residential Schools (URS) are meant for urban deprived children or Street children like Orphans, semi orphans, runaway children, children of single parents, rescued child labour and children of HIV affected infected parents etc. URSs started in the year 2010-11 in the erstwhile AP state under SSA. 2 URSs were under operation one in Hyderabad and one in Khamrnam districts at the time of Telangana formation. In 2017-18, PAB approved 29 more URSs making total 31 URSs for 31 newly formed districts. The objective of URS is to provide residential facilities for Urban deprived and children without adult protection considering that children on the streets may suffer from many denials and vulnerabilities: these include deprivation of responsible adult protection, coercion to work to eat each day, work in unhealthy occupations like rag picking, abysmally poor sanitary conditions, inadequate nutrition from begging, a range of psychosocial stresses, physical abuse and sexual exploitation and exposure to strongdrug abuse.
Urban Residential Schools will function under the control of DEO&EO:PO of
SSA. The overall functioning, monitoring and supervision are done at the district level by
the DEO.
The Administrative. Academic guidelines and financial norms given below are for the proper functioning of URSs.
Administrative Guidelines for URSs:
I. Admission and enrolment:
The URSs are primarily meant for deprived and street children and for boys only.
Hence the admissions in the URSs are made on priority as mentioned below
>Urban street children like orphans, semi orphans, runaway children,
children of single parents, rescued child labour, rescued children working
as house maids, HIV infected children; children of HIV infected parents
etc.
>Drop outs, never enrolled children
>Children from BPL category families
Special Officers (SO) of URS and concerned Sectoral Officer from District should be in continuous touch with the line departments such as Child welfare Police Officer (CWPO), Department of Labour, Revenue Department, Department of Women and Child Development (DWCD), District Child Protection Unit(DCPU), Child Welfare Committee (CWC), State Commission for Protection of Child Rights (SCPCR), Railways and NGOs who are working for deprived children, street children and make efforts to join them in URS. So enrolments in URS go on throughout the year.
